Matthew Palmer is a Senior Fellow at the Center for European Policy Analysis (CEPA) for the Transatlantic Defense and Security (TDS) program.

Matthew is also the Director for International Strategic Engagement at the defense technology company Shield AI. Before joining both Shield and CEPA, Matthew served in the US Foreign Service for more than three decades, finishing up his career as Deputy Chief of Mission and Charge d'Affaires at the Embassy in London, the largest American Mission in Europe. Before relocating to London, Matthew was a Deputy Assistant Secretary in the State Department's European Bureau and the Secretary's Special Representative for the Western Balkans. Other assignments have included Belgrade, Nicosia, and the US Mission to the United Nations in New York, as well as a stint on the Secretary of State's Policy Planning staff and a detail to the National Security Council. In addition to his government service, Matthew is the author of a series of award-winning novels that feature American diplomats as protagonists.
